H.C.R.'s 1st Year of Year 2000 - 600 Companies Apply
Of the companies that have applied to participate in the 27th Int. Home Care & Rehabilitation Exhibition (H.C.R. 2000), there are 16 countries and 1 territory being represented with a total of 483 domestic and 121 overseas companies (see table for reference). Owing to the support of many companies, we received 61 more applications than we received last year.
We are confident that there will be a rich variety of home care and rehabilitation equipment and related information that will be presented at H.C.R. 2000 this year throughout the entire East Hall of Tokyo Big Sight during our 3 day exhibition to be held from September 12 to 14.
As a result of a survey that was conducted by our organization on the home care & rehabilitation equipment market, it was noted that more than 60% of the companies surveyed planned to expand their product categories as part of their business strategies after the care insurance was implemented, as well as to focus on products (other than rental products) that provide support to a user's daily activities, being covered under the care insurance system.
A similar trend can also be seen in this year's H.C.R. applicants, as many companies are moving beyond the boundaries of their own companies' industries and are beginning to widen out into a diverse variety of other product categories.
Furthermore, there is a new stream of parts and materials manufacturers that are beginning to apply to participate in H.C.R. They are endeavoring to have their manufacturing techniques made known and used in producing home care and rehabilitation equipment.
Applicants dealing in care equipment/care related products and care insurance related computer software have continued to increase since last year. In line with the implementation of the care insurance, we are seeing more and more among this year's applicants, a moving trend towards companies cooperating together in business undertakings and in product distribution throughout Japan, as affiliated group companies and joint participation are becoming prominent at H.C.R.
On the other hand, the number of applications from overseas companies on the whole has been consistent. Under such circumstances of the overseas participation, we take notice of 8 applications from Taiwan. Taiwanese companies have since manufactured OEM products of European, North American and Japanese companies and have thus introduced their products to markets in such countries ahead of Japanese companies.

The Age of Choice, Contracts and Evaluation
In April, the care insurance system was just implemented and discussions are underway for a reform bill to restructure the social welfare system. This will be a new idea in social welfare systems in which users will be able to select the social welfare and care service contracts of their choice.
The Council of Social Welfare will assist residents to be able to use the social welfare services and have undertaken a project to protect the social welfare rights that were implemented last October. From the fiscal year 2000, the processing of claims in regard to social welfare services will begin. Furthermore, plans for pilot testing of the evaluation of social welfare services by a third party is being prepared for the next fiscal year.
Home care and rehabilitation equipment related companies must understand the changes brought about by the reformation of the social welfare structure and also be aware of how such changes have affected the social welfare and care services to work towards being able to provide appropriate information and respond to users.
