Establishing Social Welfare From the User’s Standpoint

The new “Support Aid System” for physically challenged persons will be a major reform in policy, as it begins in April of this year. This new system was designed to enable persons with physical challenges to select desired services on their own and to decide which services providers they would like to use. Concurrently, a ten-year plan, “Basic Plan for the Physically Challenged” has been established for the 2003 fiscal year. Under this plan, the principle policies are to promote a barrier free society, user-oriented support, and to develop measures that take into consideration the characteristics of physical challenges. Furthermore, the home care and rehabilitation equipment industry is responding to meet the various individual needs of the physically challenged, while at the same time promoting products and services that are easy for anyone to use. In order for persons with physical challenges to be able to live in any area, services must be provided and readily available, and infrastructure improvement is vital.

Additionally, revisions for remuneration payments to services providers for nursing care will be implemented in April. Remuneration to care managers will increase by 17%. Providing specialized services to meet the needs of users and improving the quality of services are important issues. Fortified training of current staff, as well as development of leaders among the care managers is being conducted.

During the H.C.R. 2002 exhibition, a survey of home care and rehabilitation equipment users was conducted. Although manufacturers and services providers have diversified, the opinion was that home care and rehabilitation equipment is still far from being a household item.

As measures for social welfare for the physically challenged and care services expand, the greater the benefits for home care and rehabilitation equipment users. Accordingly, if specialists and related organizations provide more information and more places to obtain consultation, then users may be able to effectively use home care and rehabilitation equipment that suits their physical condition, living environment and individual needs.

Application for Commemorative 30th H.C.R. Begins!

This year’s 30th Int. Home Care & Rehabilitation Exhibition H.C.R. 2003 to be held in October will mark its 30th year from its beginning in 1974. We are deeply grateful for the support of the many visitors, the cooperation and efforts of exhibitors to make it possible for us to continue to hold our exhibitions each year, and to be able to contribute in providing information on home care and rehabilitation equipment. We will persevere in our efforts to further the development and distribution of home care and rehabilitation equipment to support the independence and care of the elderly and physically challenged persons.

We will begin accepting applications for H.C.R. 2003 from February 28, 2003. The deadline to apply for participation is the end of April. This year we are also expecting 600 domestic and overseas companies to participate. We look forward to your participation in H.C.R., a place for users, care services providers, and other related companies to come together.
